In 1992, Deng Xiaoping (middle) and other central leading comrades affirmed the achievements of reform and opening up in Guangdong Province. Mayors of all localities and cities proposed to build a site in Guangzhou as a base for mayors to visit and exchange in the south. The mayor's building located in Hebei Province should be built here.

The mayor's building of China was declared in 1992 and the foundation was laid in May 1993. Li Ziliu (middle), then mayor of Guangzhou, attended the foundation laying ceremony.

The building was completed in November 1996. Former Vice Premier Wu Yi (second from the left in the front row), Minister of State Construction Hou Jie (first from the left in the front row), Guangzhou Mayor Li Ziliu (third from the left in the front row), and nearly 400 mayors and vice mayors attended the completion ceremony.
